No it's not a rule, it's just exceptionally rare to begin with...there was an English kicker in NFL Europe for a few years by the name of Rob Hart, who had college football experience at Murray State (in Kentucky, IIRC) and got a couple of NFL training camp invites.

You ever kicked a ball barefoot, not much fun, neither is running with one shoe on, technology of cleats are a lot better to make them fit like gloves so kickers feel more comfortable kicking.

What are you talking about? Maybe one or two guys did it in 20 years, and they only lasted a few weeks.

Why would they not wear a cleat thats protective and padded. It helps the ball go further, straighter and prevents leg injuries and people stepping on your bare foot with cleats

They probably kick better with the cleat on, they have special cleats for it these days, you will sometimes notice one white cleat one black cleat on kickers. I don't know the difference exactly but it's better for kicking.
