One easy way is to look for a flue pipe going to a chimney coming out the center of the top of it. (It is big, 3 or 4 inches in diameter.) If there is a flue pipe coming out of the top, it is gas. There will also be a black gas pipe going to the lower front of the heater.
If it's electric, there will not be a flue pipe, and there WILL be a heavy electric wire coming out of it.

A gas water heater will have a gas line going a gas valve near the bottom of the tank. It will have a dial to set the heat level. An electric water heater will have only an electric cable going in, with no dial or external adjustment devices.

If it has a gas line running to it; it is gal.
If not it is electric
It should say on the front of the water heater what it is.
or how many kilowatts it is using; if it shows kilowatts, it is electric
