You could not open a 'bank' but what you can do is become a lender. And by that I don't mean one of those shady dealers in delapidated housing estates. I mean setting yourself up as a small business lending money to peoples/businesses. If you're British, then you would have to clear it with the Financial Services Authority.

I suppose you'd have to have a charter from the government to start. Then, lots of assets to loan out.
