It has to do with a number of factors I believe. The first being socialist democracy. Democracy has been called "two wolves and a sheep voting on what to have for dinner" and I think it sums it up nicely.
A "hand-out" system will eventually corrupt even the best work ethic of the most respectable germanics, but for minorities it is a free-for-all. The poor will always outnumber the rich and when the poor are given the same amount of voting power as the rich it is only a matter of time until they vote themselves the national treasury. The framers of the American Constitution understood this and only allowed land-owning males the right to vote because they understood that only those who have a vested interest in the affairs of the government should have a say in government.
The greatest fallacy in the world is to give someone who can't make money, buy land, or lead a normal life a say in government. What makes people believe that individuals who are failures are going to make a wise choice altogether, I will never know. Governments don't run on good intentions but are governed by the same laws of nature that guide everything else here on earth; governments cannot take blood from a stone nor can they create wealth, they really only consume wealth.
When governments start taking orders from those who can't even balance their own checkbook, we know the end is near. All Democracies have ended in a dictatorship because one day the "free lunch" is over and someone has to stand up and say this and be prepared to "bash some heads" when the hangovers start from the democracy/socialism induced free-for-all.

I predict that unless the Dems make some hugely stupid moves before the next election, we will see a Democratic president in the White House.
There's going to be a lot of unhappy Republican voters.

I guess we'll never know because they never actually did such a thing. You confuse essential public policy with giving things away. I suspect you would prefer to live in a 3rd world country where there is no public policy for the maintenance of essential social and physical infastructure. Of course you'd want to be one of the top 1% of the population associated with the local thugocracy so you could have your villa, cars and European vacations. Most of us would prefer to live in the USA where under democratic administrations social and physical infastructure is considered the mark of a civilized country.

It's not the job of the government to give you handouts rabble rouser.
The question is about the dems. I don't think there's a whole lot of difference when it comes to earmarks, and pork barrel politics, but there definately is when you get into social programs, and promises from the candidates that have all the same old tired rhetoric in them.

this is a slightly loaded question- its like asking if gop can get elected without reminding everyone about 9/11.

The Republicans have been doing most of the handing out for the last twenty years. I have not heard any Democratic candidate promise anything that is free.

I don't think so. But, just like the Republicans, they will make empty promises in order to get elected. That's not a Democratic trait, it's a politician's trait.

You are correct. It is guideline #1 in the Dems play book. Make people think they are poor and disadvantaged. Then promise to solve all of their problems with government programs.
