Mouse over text is the pop up text that appears when you place your mouse over the a certain object.

If you have a button on a form, you could set the mouse over text to something like 'Click Me'. for example.

Mouse Over Text is the text someone would see when they put their mouse over a picture or link in a webpage. For example, if you put your mouse over the Yahoo! Answers logo up top there, you'll see "Verizon Yahoo! Answers" or something similar popup in a little text box.

It means "bring the mouse pointer over any portion of the text". Sometimes this is said as "mouse roll over".
