Maybe.
When you start it and try to put the car into gear, what happens? Do the gears grind? Can you even move the shifter that far?
Can you start it with the car in first gear, and the clutch pedal pressed? Does the car move forward at that point? If it does, then something in the clutch is messed up. Either the actuator arm or a bolt came out or something is broken.
Next.
You said you checked the fluid levels, and they were fine. There are two master cylinders under the hood. One for the brakes, and one for the clutch. Be sure you check both.
Next, have someone help you, and have them watch under the car on the transmission, where the slave cylinder is for the clutch. When you press the clutch, have them see if the slave cylinder actually moves the arm to disengage the clutch. If that moves, freely, I say the next step is to take it to the shop, and have them look at the clutch.

NO not necessarily.
What you have to do is get a person who knows what they are doing. I don't know if your clutch release mechanism is cable operated or fluid, so I can't comment.
They should be able to tell you if the clutch release mechanism is working.
It could be a broken cable. If the clutch pedal stays down or goes down easily without much resistance it indicates a broken cable (If fitted)
or hydraulic release mechanism.

It sounds like either your clutch or the pressure plate is shot. If the pedel goes to the floor without disengaging the drive shaft, your clutch is a problem.

It means a cost about 500.00 and if its and accord it would be worth fixing, depending on the miles of your engine. 150,000 or more you might want to rebuild your engine. But if the car is a beater car you might have to invest in a new one. But I had an accord that had over 300,000 miles but I kept it in tip top shape. When I finally gave it away I bought a Dodge Dakota sport and and in 3 months the clutch, powerstrearing and the ABS breaks went out and I lost 2,000.00 on top of naot keeping the piece of sh*t. Now I have a Ford Ranger that has been good to me but I miss my Honda. But Honda trucks cost an arm and two leggs.

Your clutch cable is disconnected, or your shifting fork is broken.
Either one is not hard to replace.
If you do the shifting fork you might as well do the clutch plates and throw out bearings.

sounds like the throw out bearing is bad, but to replace it it's cheaper to buy the whole clutch

If you have to depress the pedal to the floor then yes you need a new clutch.

You have a worn out pressure plate or a clutch linkage loose or broken.Have someone that knows cars to check it for you.
