First one is correct as others' implies others' minds. The second one implies that he will change the others rather than their minds.

they're both right.

the first one shows ownership meaning he will change other people's minds

the second means he will change other minds

minds can be the noun all by itself or it can belong to an understood noun "other people" either way works :)
