People from Iraq are often really careful not to be found by people searching for them, often with good reasons.
So it might be best to post your name and a way to contact you in a newspaper in the right language, that is also sold in the Netherlands. Or on a website for people from Iraq in the Netherlands, (I do not know if one exists, but I would be surprised if it does not.)

You can try to use a search engine, like google, just enter his/her name and see what comes up.

As there are about 17 million people in Holland, you`ll have to be more specific.

Do you know where he lives, works, a name...

Without those, it`s impossible to start somewhere.
