Netherlands and Belgium have farmland that is good quality, easy to access and good climate, but are extremely crowded.
Alpine Europe and Scandinavia have harder to access farmland and longer winters with shorter growing season, but the pressure from housing needs are much smaller.
So if it is a climate or soil question, the Netherlands and Belgium, if it is a step in relocating, search for opportunities in Scandinavia, because in the Netherlands and Belgium there is not much farmland that is not really expensive.
