Because cricket is a game of uncertainties and the ultimate result will depend upon the performance of the team on the given day and not their strength or reputation.

Twenty20 reduces the odds against small teams.
You can have a few (10) overs in the match go your way and win. It's easier to beat 'strong' teams.

In tests, you rarely hear of an upset; as stronger teams can come back. In ODI's it's easier to upset, but still a good team will find a way to win. With 20/20, it's easier to win.
But, still some 'strong' team will be able to hold the weak off; like SL vs. Bangladesh WC 20/20.

yup mostly teams are on deafeated position but you know thats why its name is 20 20 and whether strong or weak every team have to play despite looking to pitch,position..........
