Need more info -
is there water in the tank now, if so you have a broken chain
if no water... OPEN THE DAMN VALVE ON THE WALL
if neither you have a bad fill valve. Home Depot, Lowe's etc

usually what happens is the lever that flushes the toilet becomes detached from the chain (within the tank) that lifts the stopper at the bottom of the water tank. Or the stopper will not completely cover the hole to drain the water into the toilet and therefore the water will continue to run and never fill the tank. It is a really easy fix. Don't be afraid to stick your hand in the tank it is just water from the tap...not poopy water. Just reattach the chain or recover the hole that the stopper is not totally covering.

There is a fix kit that is pretty easy to use if you need to go that far. You can get it at any hardware store.

Obviously, if it doesn't fill, it won't flush. Go to a Home Center or hardware store and purchase a Fluidmaster 400A fill-valve. Follow the instructions (which are really easy) and install it. Cost less than $10.
