I need to remove a carbon steel bolt from an aluminum wheel and I have used a product called Tap-out before, which is some type of acid,but I can not find the procuct anymore.

Concentrated nitric acid will dissolve steel but has no effect on aluminum. This is a VERY dangerous chemical, and I suspect that no one would be willing to sell it to you.
Take the other advice.

An acid that dissolves carbon steel! Even if such a thing existed I hardly think it would be on sale to the general public.

Never heard of Tap-Out. I don't think they make such an a acid that knows the difference. Why not drill out the bolt or extract it?

drill a 1/4 inch hole into the bolt, use a EASY out, to remove it, not an acid, never heard of any thing like that in my 50 some yrs of maint,
