B is correct. The epidermis is made of essentially one cell type--keratinocytes, which are attached to a basement membrane (contains extracellular matrix proteins). In contrast, the underlying dermis is composed of a variety of cell types/tissues, including fibroblasts, which secrete the extracellular matrix molecules in this connective tissue, blood vessels (which contain endothelial cells and smooth muscle cells, as well as more matrix), nerves, and immune cells (dendritic cells, etc.).

A is not correct, as the dermis is considerably thicker than the epidermis. C is not correct, as the cells of the dermis are not dead (this is more true of the epidermis, whose upper layers are composed of dead keratinocytes). D is not correct, as the epidermis is composed of keratinocytes, not adipose cells.
