If it's an Internet site that promises or implies that you can make good money if you sign up on their site, you can pretty much bet it's a scam. If they ask for a signup fee, then you can be sure it's a scam.

I will say it is absolutely not a 100% fact a business that asks for your money up front is a scam. I honestly and kindly want to say this is not always true. If you want to start a home business working online, there are sites that provide that method and they are legit. I paid up front for my own indepenent business travel website. Basically like owning my own expedia, orbitz...
Just like if you wanted to open a shoe store or sell t-shirts, you have to first pay for the store, the products you want to sell and other things. Those who have a wrong frame of mine are thinking of other types of scams on the internet.
There are a few options if you are looking to work from home or want to have a home based business. I personally have one and love it!
Our company is a medical insurance providing, publicly traded on the stock market company. We are the most legit business around, with a Bill of Rights in our business for our compensation plan, and more than this, we are doing something people love.
I work in the Travel Business, making commissions off of my personal travel website and from other areas of a home based business. My personal travel site is www.travade.com. You can have a site that looks just like it, but name it anything you want.
Travel is a $7 Trillion a year business, and the best part is you don't have to know or be an expert about Travel to join and begin working from home.
Here is a little about us from CNN Money:

These other links in my opinion really explain the business well:
www.travade.info
www.ytbvideo.com
www.howifiredmyboss.com
I am more than happy to chat or email about the business with NO pressure at all. I would love to answer any questions, as one who is looking into this type of business should have questions. My email is charles@travade.com or chat via Yahoo Messenger.

To avoid scams altogether, check with companies in your area. Many companies outsource work these days... you may be able to do something at home for them.
