What you do is shift the decimal point to the left two places.
Thus, you have 0.0150 or simply .015

Then you just mulitply normally as:
.015 X 33.83

which ends up 0.50745

Since you are dealling with money you would round up to 0.51

So, 1.50% X $33.83 = .51
