UNOFIL was, unfortunately, a Peacekeeping Mission organized under Chapter Six of the UN Charter. Such a mission presupposes that all side in the conflict would stand aside and let the "blue helmets" stand between them while negotiators worked out a permanent settlement. Given the level of violence and the centuries-old hatreds which manifested itself in that nation, it should have been a Peace Enforcement Mission organized under Chapter Seven of the UN Charter. A mission in which the military commander has the authority to restore the state of things before the conflict erupted. Such was the case on the Korean Peninsula in the early 1950s and in countering the invasion of Kuwait by Iraq in 1991. After the pre-conflict state of things was established, Lebanon should have been declared a UN trusteeship under Chapter Thirteen of the UN Charter and given over to the Arab League for management and development of a freely elected and peaceful regime, under the guidance of the UN Trusteeship Council.
It's time for the UN Security Council to pass the enabling resolutions to do so.
