No 2 is correct.
1. I went into the kitchen, then made dinner. (changed semicolon to comma: dependent clause with implicit conjunction and subject in the second clause.)
2. Sheila is a wondering girl; she has many friends. (correct as is: independent clauses separated by semicolon)
3.Helen is good friend and a wonderful cook. (changed: no comma required)
4.She left only moments ago, but she will be back (changed semicolon to comma: dependent clause connected by a conjunction)

I think the second is correct. However, I would not choose a semi-colon. I would use two sentences in that example. Or I would say something like "Sheila is a wondering girl as she has many friends."
The sentence "Sheila is a "wondering" girl" does not really make good sense. What do you mean by a "wondering" girl?

A semicolon can only be used between independent clauses. To say it another way (if less precisely), if you substituted a period for the semicolon the result would still be grammatically correct.
2 is the only sentence in your set that has two independent clauses.
Semicolons are rarely used these days and, except for homework assignments, are probably best avoided.
