I think November 1st because this is All Saints day(for many countries), Day of the Dead(Mexico), and also Samhain(Ireland). All of these Holidays are meant to be a celebration and remembrance for the dead in some way. It is traditional to create an alter for your loved ones who have passed on, visit their graves with flowers, food and candles, and even play music and have a picnic there in the graveyard. It has long been believed that the veil between the worlds of the living and dead are thinner at this time of the year so I think that's a good reason to still have your wits about you....even if the trick or treating is over!

I think 12AM Nov. 1 is spookiest because it's still considered Halloween night, and Halloween night is when all the REALLY spooky stuff happens!
I also think of 12AM as still part of the preceding 24-hour period- it's just the very last part of the official "day."

Definately 12am Nov. 1. It's still Halloween night.
I like to take a midnight stroll in the old cemetary to really spook myself out. It's my favorite time of year, I look forward to it annually..!!

It's got to be the 12 am Nov 1 -- after the trick or treating and gorging on all that candy, only evil things can happen

I would have to say the midnight between the 30th and 31st. That moment signifies the beginning of halloween, which is much spookier then the end of halloween, right?
