Hello. It's not your problem? Rented-landlords, Buying- comes under maintenance, You could have a storage tank system linked to the hot water tank they are a pain in the backside cant tell you without seeing so i wont guess it might complicate matters, Have you a maintenance person in the block, good luck

I live on the fifth floor and have the same problem.

I switched to a better showerhead, and I've also taken to bathing at odd times of the day. Less people using water, more water pressure?

A pump isn't necessarily the answer. If you have a pump fitted and someone below you turns on their taps all you'll do is suck in a lot of air and pump it up to your taps, which could damage the pump as well as make a lot of noise !
If you can afford it you'd be better off getting a private feed connected to the mains inlet in the street. That way whatever happens below you won't affect your supply (within reason of course!)
