Say that someone shot me (completely hypothetical) and i lived, but had to undergo extensive medical procedures, or had to have an ambulance. If the police arrested and sentenced the person who shot you, for attempted murder maybe. Would it be possible to sue an incarcerated crimnal for your medical expensies?

Absolutely. Incarceration is not a shield from liability.

Yes, totally. Collecting it is another matter (look at OJ!), but you certainly would be able to sue and would likely win.
