Sounds to me like your upper sprayer arm is getting stuck. I would take it off and see what kind of junk collected there. There is an oring, check it and lubricate it before putting it back on. I am basing my opinion on the fact that it sometimes does great (which means it works right) and sometimes the upper tray does not get cleaned. I think this should take care of it. Especially since you did a lot of cleaning recently to get it in shape a lot of hardened deposits have loosened up and floated all over the place. Also check that noting in your upper tray protrudes down from the tray that could stop the arm from moving !!!

Your pump may be clogged. If you're able, open the pump from inside the machine and try to clear the pump.
If it's a fairly new Frigidaire (or Kenmore made by Frigidaire), for a short time, they were using the wrong motor on the dishwashers with electronic controls. That would sometimes cause it to not wash the dishes on the top rack.

The Maytag repairman may tell you that you could have a kinked hose thus not allowing the water to drain out. Give him a call. I understand he really does not have much to do these days.

Your machine is stopped up. Call in a repairman and see if he can fix it. If not, it is time to buy a new one.
This usually happens with hard water. If you have hard water, in the new machine put 1/2 cup white vinegar in the last rinse cycle. Just open the door and pour in the vinegar, the water will not pour out.
Get yourself a hand timer and carry it around with you when you are washing dishes so you will know when to put in the vinegar. I bought one at WalMart.
