Once this became something a private company handled it is safe to say that in order for those companies to maintain they needed wars?

Technically speaking, that dates back to the Revolutionary War. The colonial army depended on the citizenry for logistical support throughout the war, paying them with IOUs and personal funds. Even in WWII, there were many civilian contractors, especially in the Pacific theater, who helped build the bases and facilities on the various islands after the Japanese were kicked off.

Well, the US used private companies to build overseas bases during WW ll.

I know KBR build bases in vietnam.

The first private contract for logestics and things like laundry, food, etc.

Was issued in the 1990's by Clinton.

After he cut the Military by over 600,000 troops.
