I have the whole manga. Im thinking on put it on a webserver to let people download them, but I need space and bandwidth. But write a comment on this message and maybe I can send you a link to parts of every volume so you can read them.

PD: The last 4 volumes are in japanese, the arent fansub'd yet.

I don't think Elfen Lied was licensed. To answer your question, you will most likely find them in Japan only.
