If the hazards work, how do I replace the signal switch?

You do need to test the indicator switch before replacing.

Try pressing the hazard switch in and out a few times, because when the hazard switch turns on the four ways, at the same time turns off the indicators. If you get the indicators working by doing this you will need a new hazard switch.

If you do need to replace the indicator switch, as far as I can remember on the jetta you will need to remove the steering wheel first. After removing the steering wheel there are 3 screws which when removed allow you to remove both coloum switches togethor. You will then be able to seperate them and fit a new indicator switch. It takes a bit of time and is a little fiddley

Yes that is a common problem with that model. You probably just need to refill the turn signal fluid, most cars don't have this but since the Jetta's signals are self actuating, and they do tend to get low around that mileage. Oreilly Auto Parts should carry the fluid and they would probably refill it for you.

If your emergency flashers work, then you have a bad turn signal switch.

If the emergency flashers DON'T work, then you have a bad flasher unit that plugs into the fuse block under the dash.
