Depends on who is doing the speaking, honestly. Perhaps a successful, open-minded, independent, confident man would want the same in a woman, and therefore a woman he would describe as marriage material would share similar qualities to him. On the other hand, a less ambitious, close-minded sort of man might only look for a female with a pretty face and body and child-bearing hips when considering marriage.

What makes a woman marriage-material depends on the man judging. Luckily, smart women can hold out for a man that likes them for them, not because they are a birthing machine or a dish washer.

The laws about female prisoners of war were prohibitions on rape. They were progressive in that. They also required a month's wait, ostensibly so she could grieve her family but it also functioned as a cooling off period. If the man changes his mind during that time, she MUST be released. The laws about a rapist and his victim forced the rapist to provide for the woman without anything in return from her. Keep in mind that people tended to live in extended families as well, she would simply become part of that household. He was obligated to support and protect her, unable to divorce her, etc. She could do as she wished. If she had other means of support (her own extended family), then she was free to continue to live with them. Back in the day, these laws were progressive. Judaism takes that aspect from them rather than specific details which are no longer applicable. It has been some 2700 years after all.

It's probably totally subjective. Some men might think a woman is "marriage material" if she is quiet, doesn't go out much, and "virginal." Other men might think someone is marriage material if they earn good money and can pull their own weight. It's really up to the person - we all want different things out of a partner.

What qualities?

Well, since men aren't all identical to each other in every way, that would depend on the speaker.

It depends on what the man wants. Not all men want a maid, cook, and sex partner. Some want intelligent companions they actually enjoy being with and who can be their best friends. If all you want is a cook or someone to clean up after you, then hire a maid.

Very simply, it means a woman who would make a good wife. This includes such things as:

Knows how to run and take care of the home (even if she works)

Someone without an obvious "wild streak" that might lead to unfaithfulness to her husband.

Someone who would fit in well with a family.

Someone who would be a complement to a good man--support him, respect him, etc.

Basically, it's someone that your Mom and Dad would LOVE for their son to bring home for a visit. It's someone that the can "hand-off" their son to and know that he will be with someone who will love him as they love him.

I like that phrase, but I dont know what to answer... One always hears of marriage material but noone ever meets one these days...

I haven't heard that in years but basically a woman who will cook, clean, take care of the children, look after hubby and be a faithful wife. Shame the same can't be said of Men in that respect.
