Because Bush41 was a pragmatic megalomaniac whereas Bush43 is just a megalomaniac.

Yes. That was 1998. Bush Sr., Dick Cheney, and Donald Rumsfeld prepared properly to march into Baghdad five years later, just like a carefully laid out marketing plan.

I think Dubya was determined to show up his father. Remember, dad and his friends bailed Dubya out of every scrape he got himself into, and Dubya probably wanted to prove to his father that he could accomplish something without parental help (just help from his parents' friends). Of course, once again, Dubya has proven himself to be a spectacular screwup.

What was true in 1992 wasn't necessarily true in 2002. The situation was not the same.

And 9/11 changed everything.
