Background is blank and computor won't let me select a new one. It seems to be frozen.

You will need to restart your computer, as it starts hold down the F8 key and go into safe mode.
Once there open the control panel, go to display, change the theme. The theme you have selected had become corrupt.
Restart and then change your theme back to the one you want.

attempt restarting the computer. as quickly as that is working back, hit upon a random photograph and proper click it. Then click on "be conscious as wallpaper" or something like that. If that would not paintings, then attempt it from perfect clicking on the laptop and going to properties that way. If that still would not paintings, then I have not got any concept what to tell you.
