People have fetishes. Also, you can't really generalize 'White people', everyone has their fetishes. I have heard of many strange ones(this being one of the more normal ones), but they are never really in one racial group.

Despite other answers BDSM is not categorised as a fetish by Psychiatrists.
The Technical term for it is a Paraphilia and it is broken into two distinct paraphilias sexual sadism and sexual masochism. Other pariphilias include Paedophilia and Fotterism.
As to why some people enjoy being beaten and tortured, psychiatrists categorise them as having a mental illness on par with paedophilia and flashers.
People fantasise about many things, but just because someone may like, for example, stockings it does not mean they have a fetish for stockings. If it did most of the male population would fit the category(and maybe it is a deliberate move by sadist to describe themselves this way, if they can be categorised with people who do not have a fetish, then they gain some form of acceptance for their abuses). It only becomes a fetish if they are not able to climax without the stockings being present.
Its interesting that some people describe themselves has having a fetish, not fully understanding what it really means and that they probably don't.
People who enjoy pain humiliation or torture fit the criteria for paraphilia, and are not properly described as having a fetish.
A fetish describes someone who can ONLY achieve sexual fulfilment through the presence of an object or a process. Think of a person who gets excited by dressing up as a baby in a nappy with a bottle. That is not BDSM but is most definitely a fetish.

Technically torture is a part of BDSM, not a separate fetish. Various fetishes including BDSM are not limited to any given race, for example BDSM is a common fetish in Japan.
It is not a fetish for everyone, but some people do enjoy it and often enjoy switching the roles so that they are sometimes the top/dom and others the bottom/sub. At the core, it is a bit about the pain/pleasure but it is also strongly about trust.
I'm not sure if a fetish can really be explained to someone that doesn't have (or admit to having) one as it is very similar to having a phobia. For example, I get turned on when my lover is crying in my arms, I have no rational reason to be turned on and I have no clue why, it just happens.

Everyone has their own fetishes some mild some extreme and others just way out there and a small number even have unhealthy ones. Sorry will not state which ones they are because someone will report my answer.
What is appealing about it is the idea of controlling someone and being controlled as well as having trust in the person who is controlling you.

There is a very very thin line between pleasure and pain. And if you ever find that spot you will definatly want to do it again. And theres a lot of ppl that like to take turns pleasing their partners and that usually looks like torture but there is a line between the two. And its not only white ppl that enjoy it. Actually i know less white ppl that enjoy it than other races. Thats beside the point. no matter race sexuality if you find that threshold between pleasure and pain...you will want to go back

I have no idea, but it is a fetish that many people seem to have...I am not into any kind of pain, but have met many who like to be restrained, spanked, etc. To each his own. good luck (by the way, this isn't just a white thing, it is a fetish and runs the gamit of race. )

When aroused, peoples' bodies process sensations differently, and sometimes certain pain sensations can suddenly feel exquisite.
I also have known plenty of folks of all colors who are into this, actually... it's NOT by any means a "white" thing.

It isn't just with white people, many people from different backgrounds are into this scene, and it also is more than just beatings and bondage, it is about giving up control and placing yourself fully into another's hands.
