Creative can be applied to a wide variety of disciplines...economics, engineering, science, sociology, healthcare, politics, education, military science, literature, fine arts, ecology, and on and on. In each instance, the country that is most creative in one discipline could very well be the worst in others.

Then there is the other issue...what is the measure of creativity? For that matter, what is creativity? For more on this issue, check the cited source. Here is one definition of creativity:

"Creativity (or creativeness) is a mental process involving the generation of new ideas or concepts, or new associations between existing ideas or concepts." [See source.]

Number of patents issued by country might be one measure of creativity. These data are hard to come by, however. Here's a quote from one source on the matter:

"HP was one of only three companies in the top 10 to show increases. The other two were non-U.S. multinationals - the No. 2, Canon Kabushiki Kaisha, and No. 5 Samsung Electronics Co. Ltd. Intel, No. 7 on the top 10 list, had a 3.2% drop in the number of patents issued in 2005. " [See source.]

From this, we can see that Japan seems to be more creative than the U.S. in the discipline of consumer electronics...at least in the timeframe of this report (ca: 2006) But, as it is with most metrics, the number of patents issued is an inaccurate measure of creativity. For example, that number can be depressed if the patent issuing process is slowed down by the respective governments...so there is a backlog of patents pending.

Bottom line, your question needs to be refined and narrowed in scope for a definitive answer.

What makes America the most creative in the first place?

Italy was the birthplace of the Rennaisance, Great Britain founded the Industrial Revolution, Japan has proved the most innovative in microelectronics, China's art, architecture and writing were for many centuries far more sophisticated than anything in the west.

Even most of the inventions made in America were made by people who were born and bred in other countries and emmigrated there.

America is not the most creative country, Afganastan is creative in making bombs, Iraq is creative with their military tachtics, Japan is creative with there technology, Russia is . . . England is creative for there use of tea, there are so many creative people and they all live in different countries. Asking which is the most creative is like trying to tell a hooker to stop having sex, its imposible.

Italy has DaVinci, Michaelangelo, Roman Empire, too many painters, scientists, and composers to name here. Their cars suck, but they do so creatively.
