I believe it requires a Constitutional Convention to change and ratify any amendments to the Constitution.

Edit- "grips" evidently somebody is on a thumbs down binge, however after reading some of your recent answers it's probably a payback from someone you offended, stop whining, you reap what you sow.

once the amendment is added to the constitution and it is rattified the only way that it can be changed is through another amendment. The example of this is when america outlawed alcohol or enacted prohibition. The law was reversed by ratifying another amendment that then allowed alcohol by nulifying the previous amendment.

A new amendment can be to repeal a previous amendment. While no time limit is specified in the Constitution, most amendments have a time limit for ratification written into them. The usual time is 7 years for ratification. Ratification requires majority votes in 3/4 of the states or 38 out of fifty.

Yes an amendments can be "reversed" They are just an "amendment" to the constitution and can therefore be amended themselves.

Amendment: . an alteration of or addition to a motion, bill, constitution, etc.

The next big one they should remove is the 19th Amendment... ;-)

Used to not have a timeline, and in fact, one 18th century amendment finally got ratified during the 1980's. Now, I think there is some kind of time deadline on it.

the prohibition people are missing the point. that was a separate amendment.

it's actually closer to the 16th amendment. once a state is counted as ratifying an amendment, that's it. it becomes a federal matter after that.

you can propose a new amendment nullifying the first one (ie prohibition), but you can't retract your ratification.

Yes-Prohibition was passed and then repealed; it is the only one that has been. Takes an Amendment to "cancel" an amendment.
