Contact BMW and ask about their "BMW Individual" program. As for the price, it would depend how much individual options you add on.

But prices are not prohibitive. For example, if the PDC normally costs $500, BMW will not charge you $1500 (or something silly like that) if you wanted it as part of your Individual options.

The real question is "Are you qualified to purchase a car under the Individual program". Normally, Individual program is limited to only Tourist and Diplomatic sales, and also if you're part of the arm forces and stationed in Europe, and wanted to buy a BMW car to ship back to US...etc

Do you mean the 7 series "individual" package? That is the most custom you can get. But, other BMW's offer "priority 1" options, these are options for special order "sold" cars only. And the prices start at 30k and go up to 150k USD. You'll have to be a lot more specific.

the closest thing to a custom bmw (asumming you dont mean a normal car that you ordered with your prefered options) is the an Alpina bmw . There are a range of prices depending on the model.the B3 bi turbo is slightly less than an M3 and the B7 goes for about $115K
