It's not illegal, but some ISPs want to charge you for an extra computer. Just buy a router, and setup a mini-network in the house, nobody would know. The ISP would only see the router as computer. If you need support, you can always remove the setup and plug it back to just one computer.

Of course it's not illegal - you're buying the connection!
You'll need 1 router, a few ethernet cables and ethernet cards for both computers (they probably already have them).
Beyond that it's just setting up the router (they have wizards for that - make sure you use a password), connecting the computers, tweaking the firewall settings on each computer and that's pretty much it to connect to the net.
To connect the two computers... one long ethernet cable is probably the easiest way...
