how could we go about doing this and providing it for free?

It's not really cost effective yet. You have to pay to build and maintain the tidal harnesses. We couldn't provide it for free unless the government were to subsidize this. I'm all for doing this on an experimental basis. But it's not the answer to all our problems I think.

We do not need to.
Portugal is small country which has to take care of its needs through resources available to them.

We, on the other hand, have mighty military and can take as much oil as we want from other countries. And give them democracy in exchange.

It is expensive. Nothing is free. Further you would have to get any project past envirowienies who would be against any project that disturbs nature.

It is probably too efficient and the politicians haven't figured out how to steal the money that it would generate. Yet.
