Rain comes from water vapor in the air that condenses around small particles of dust and dirt floating the atmosphere. When you see clouds what you are looking at is water vapor that has condensed but not enough to fall. What causes rain is when the saturation level can no longer be maintained, that is more and more water vapor is collecting in the atmosphere and the atmosphere can no longer support the weight of the water.

We see this as gentle showers all the way up to severe thunderstorms. What drives how hard the rain will fall is the humidity level in the upper atmosphere as well as the updrafts created by strong sunny days over large plains areas (Such as the Mid-west of the USA)

As for humans controlling rain, we can do it with some success but it is not always 100% effective. There is no such thing as a weather machine that will cause it to rain in one place and not another. As stated before airplanes fly high in the sky an spray silver iodine into the air that has high levels of humidity. Sometimes this will cause a rapid condensation of water and the rain will fall, sometimes it does not works. Conditions have to be just right for it to work.

Rain actually comes from the water that is on the earth. It evaporates from oceans, lakes, rivers, etc. and returns as rain.

I don't believe we can control rain. Attempts at "seeding" clouds to cause rain have not proved universally successful
