No, its all on the licence plate, together with insurance and which changes every year

Germany does not use windscreen-mounted discs.
Instead they are attached to the number plates, between the first and second set of letters (from a distance they look like a colon on the plate).

Yes, the two coloured disks in the number plate. One is national, the other local.
