what will happen to the earth's angular velocity if all the ice from the polar caps are to be transported to equitorial regions to dampen deserts?

If angular momentum were conserved and moment of inertia want up (as mass moved from near the axis to far from the axis), then angular velocity would slow. Longer days. Probably not significantly though.
