Basically it sounds like you're talking about Mercury. The line is called the terminator. But Mercury does rotate. So if you're planning to build a habitation, it would have to be on wheels, constantly moving. If something breaks down, you're toast. If your planet has an atmosphere the storms would be seriously intense. I would suggest the chances of life developing on a planet are zero or less. To colonize a place requires a plausible possibility for success. Colonization is expensive. This would be throwing money away.

Very, Very unlikely. The most likely reason for a comparatively sharp demarcation like that is that the planet is circling quite close to it's parent star and that one side of the planet is permanently facing the star and there is little or no atmosphere.

Conditions around the demarcation line would be precarious to say the least although it is, of course, possible that some organisms have evolved to survive in such inhospitable surroundings.

that depends if life can exist in molten or freezing temps.

there cant be a magical shangrila land of perfect temperature because we have already established that the planet is exactly half frozen and half molten.

Where have you read about this?? It may well be possible, but look at Mars for example, parts of it are good for habitable life, but there hasn't been any evidence found yet.

No,All the necessities for human life(air and water)would in time become frozen into the cold side.(I am assuming cold means temperatures like -200deg C.)
