Some paint may be able to be scraped of with a razor blade using small short strokes.

Some of the deacals are fired on in the glass making process and will not come off without damaging the surface.

Remember, old glass is not dishwasher safe so even dishwasher detergent will ruin the glossy surface so don't use chemicals to remove paint.

My SO paints on glassware and it doesn't come off after it cures.

However it can come off if you use a razor blade. At times we've soaked them in various products known for removing calcium deposits on glassware; which can loosen up some of it before gently (and carefully) scraping off the rest with a razor blade.

In large measure it depends on the substance applied to the glass. Without a clue as to WHY you want to; certainly you can apply various substances/solvents/strippers.
