If we were doing that we would not have facilitated the UN-approved elections that allowed the Iraqi people to choose how they wished to be governed - back in the beginning of 2005.
It sounds like neither yourself nor the previous answerer's have bothered to keep up with political events in Iraq.

They don't have a policy - that's the whole point!
I'm sure that the America would like to see themselves as the conquering Romans, who invented Divide and Rule, but unfortunately that's never going to happen.
The division in Iraq has been caused by a power vacum and general misunderstanding of the Middle East, not by any planning of the American's part.

in my opinion the US doesn't have a policy in IRAQ EXCEPT TO SEE HOW MANY AMERICANS THAT WE CAN GET KILLED.
