No, only the nude beaches are nude beaches, and there aren't very many of them.

On the other hand, since equality is a fundamental French value, and men don't have to wear shirts at the beach, women don't either. It's rather nice, everyone from young kids to old grandmas getting a no-stripe tan and nobody thinks it's a big deal.

No but I think most are topless beaches.
We were there in 1986 and I was about the only women with a top on.I was traveling with our 12 year old son and didn't even want to "trip him out" by seeing his mom go native.
I think I got more 'looks being fully covered than anyone there.

Lots of beaches in France allow nudity and there are lots of nudist beaches also.
