No because the rainbow is up on the sky. We see it as if it touches the ground from a distance because the earth is round :p

Since the rainbow is curved the light difuses to create the colors. The closer it gets to the ground the weaker the light rays refract and if you should walk up on it (it would never reach the ground) it would disappear due to the low light difussion.
