To ground out any electrostatic charge so that it will not cause a spark and ignite the fuel.

to discharge any electrostatic charge accumulated by attrition of air and the vehicle itself (normally noted by people receiving a static shock when leaving a car)
if you ground the car/truck you don't have this problem, that can result in a explosion accident if the truck carry flammable material.

It keeps the vehicles chassis grounded so that a static charge can't build up and cause a spark when fuel is being transferred.

they carry chain along the ground so as to prevent charges passing through the car from exploding.

The main reason is to keep it grounded. The second reason to drag the chain is that it damn near impossible to push the chain.
