There's nothing wrong with asking a valid question in Italian (or any other language) so that is not why someone reported you.

Yes, it is fair. You need to read the Community Guidelines. Chatting is not permitted. Neither is speaking in another language. If you want to speak Italian, change your settings to Italian at the bottom of the page.
