"If you love someone set them free"....in relationships there may be a time when the other feels trapped or smothered and needs space and time, and if you really care for them you will be able to (although very hard) let them go and do what they need to. "If they don't come back, it was never meant to be"...you can wait for them but if they aren't willing to come back after some time, your relationship was never meant to work in the first place, and maybe that was just a way to break it to you gently....or enough time for that person to figure out, that they want something different.
And obviously, if they return that person has realized they aren't able to live without you and is willing to make things work with you.
Basically, its about giving love a chance, and testing the law of fate.

The one set "free" is allowed to make their own choices and this is a learning opportunity that may enrich their lives for the better or for the worst. It also demonstrates the love, compassion, and maturity of the one willing to "release" the other even though it is a deeply personal sacrifice, including the possibility of hurt and pain knowing the possible hardship the "released" will suffer. One is doing the "releasing", as a parent letting a child leave home. The other feels "freed" to become a adult, whether ready or not. The real "Jewel" in this saying is the one doing the releasing. Patience is a quality we can all hope for, but seldom achieve. In the Bible is a story of the "Prodigal Son", this story is a good example of the saying.

If you try and keep too tight a hold one someone, they will resent you. It is saying that if you let them be free, and they come back to you willingly, then you know you've found the right person.
You cannot force someone to love or like you.

I had it explained to me as:
If you have a friend,woman, or animal, that you keep and they are not a prisoner, but you hold them close.
AND
When you give them the chance to be free and they still come back to you, they choose to stay with you , not because they HAD to.
If they do not come back, then it was not meant to be.
You have to let it go.

it can be for friends if u had a friend and u really love then there was a while were far from him\her if this friend came back to u then he\she is ur true friend if this friend just ignored then he\she wasn't a true one and this quote has many meanings on friendships and on love and loyalty and others

it means whoever is with you; because you have held tight is not with you out of free will and not really yours. but when you let go and he/ she comes back to you out of free will then you really belong to each other out of free will and not out of force or compulsion.
it means one should give space and freedom in relations to make your relations really strong.
