At one time in history much of it was made from Wheat (Flour) Paste. Obviously; as a Food based product that created issues.

In this era; I suspect DIY paste is likely no more a bargain than purchasing "Pre-Pasted"

Buy some starch found in the laundry dept of your local grocery store. 1 pound box will mix with 3 gal of hot water for heavy consistency. If it solidifies the next day ,just add small amounts of hot water and stir. Pre-mixed paste is not expensive. A powder form that you just add water is less expensive. If you need large amounts it can be purchased in 1 & 5 & 20 lb bags at local wall paper stores..

mix some flour (plain) with water until it's the right consistency and then paste with it

why would you want to do that? I think the ingredients would cost you more than the various dry or even premixed products at your local homestore.
