Wouldn't they want to make sure they went to commercials at different times, so that they could capture the channel surfers from other networks?

Have you noticed that they will usually be covering the same stories at the same time too?

They all use the same sources for most of their stories. It is really interesting to be in a studio and watch the feed come in, and realize how much does not get reported that probably should.

That's why I'll stick with Fox and Borat Sagdiyev.

In general, I'd have to say that there are only so many chances to squeeze eight minutes of commercials into a 30-minute show. You'll have two minutes around 6:40, two minutes at 6:48, two minutes at 6:54, and two minutes at 6:58 after the end. You want to backload the commercials a bit, of course.

That said, I'm sure everyone keeps an eye on the competition. If everyone goes at about the same time, the channel-surfers won't be tempted to go anywhere. If you air an ad early, the viewers might jump and not come back.

Some networks didn't compete just to collect lots of viewers but to attract companies or business establishment to promote their products on air. And this companies also considered as their sponsors... so more advertisement the better.
