No its not as easy as getting a new email im affraid.
I buy all of my urls at www.namecheap.com.
You have to sign up before you can buy anything though like a shopping site.
It can be tricky to figure out how set up a domain (url) if you buy one.
You will also need web space. You can buy this here www.keyspacehosting.com.
Both of these sites are really good and should help you get started.

YOu get a site listed by having a Domain of your own. You pay for this and find a company to host it.
If you want to get a website called "MYOWNPERSONALURL.com" you can apply for and register that name with the international agency which regulates them. Once you have that, you can then take this to a hosting company who then lists the IP address of your site with the Domain Agency. YOur Domain "www.myownpesonalurl.com" is then found in the Doman Name registry's and people will be able to type it into their browser and find it. YOUR task then is to give them pages to find by creating and uploading them to your domain on your hosting site.

You can get domain name & e-mail of ur own name by purchasing a domain name, but subject to availability of that name.
You can register a domain name at Yahoo, Rediff Or at Godaddy etc. websites

If you want a .com url you can buy it...but there exist a lot of sites which give u free domains....Just search in google :" free web hosting"
