Well to be honnest if new york is a 100% then ya i'll tell you Dubai is also 100% cause you see the only difference is the New York has casinos and more museums.
The thing is you can't compare them in this matter as they are two completely different environments some thing in Dubai New Yorkers havn't seen in there lives and by 2015 Dubai is going to be one of the most advanced and special cities in the world. (by the way am not from there)
Jeddah is the most open minded city lets say in The Kingdom of Saudi Arabia but unlike NY or DXB i'd rate it as 75% you see if you have the money then anywhere you are you get what you want.
Again it depends what are you rating them with urbanization, fun, culture,k people, industries or overall......

London i think, ive in no way been to ny or Dubai, yet i prefer to bypass to ny, in spite of if it style of sounds like i wouldnt prefer to stay there, London has plenty to do, in spite of if, i wouldnt prefer to stay in London the two, i dont prefer to stay in a huge city haha.
