It depends what you qualify as a war. I vote for the Romans, as they were involved in far more wars than any other "civilization" I know of and won the majority of them. Even those they lost rarely resulted in anything but a delay to their expansion. I'd estimate off the top of my head that they won a few hundred or more wars over the course of their history.

Many more modern nations have really only been involved in a handfull of wars. One user answered that the US has been in more wars than anyone else. This answer is simply wrong. The US has been involved in maybe 20 wars since its creation, though I think the number is probably lower. Again, it may depend on what you call a war. I can think of 12 out-right wars the US has fought, 13 if you include the Cold War. That's really not very many when you consider that many ancient powers were in the habit of starting a war per year and this continued over the coarse of several hundred years for many of them.

Edit: I can think of some wars England lost, so don't be so haughty. And they would have lost more if their butt didn't get pulled out of the fire a few times in recent history.

in the modern era, that is from from the 2nd industrial revolution (1700-present) no nation has won more wars than great britain. second would be germany or it's former name prussia, which was a confederation of states not categorically a country.
if you include empires, which aren't countries but a loose collection of nations forming a cohesive unity or if you use the general term of nation, then it is by far away, the greek empire.
when philip the macedon came to power he collected all the states in greece to form a unit and formed the first professional army; a standing army to fight rebels within this unit and fight persia should she attack again.
after philip's assassination his son alexander came to the throne in 333 bce. for the next three years until his untimely death in 330 bce he never lost a battle or war; stretching the limits of his military and the resources of the empire from greece to india, which is to this day the largest empire ever formed.
a close second, the mongolian empire of ghengis khan. when he lived he extended the empire to engulf most of china and russia almost reaching the european continent, having never facing defeat. he was assassinated while preparing for an invasion of europe.

There are no winner in wars and there are no wars that have been won.
Although there have been may killed, the greed for more is always there.
I want what you got and if you do not give I will take.
That is greed and it is used by the greedy.
Just like a spoiled child in a play ground they throw a tantrum.

As the so called war on drugs ever stop the use of drugs NO.
As the war on nukes been stopped NO.
As the war on dictators been stopped NO
As the war on any thing brought a stop to racism NO
As a war on Communism stop Communism NO
As the wars on Capitalism stopped capitalist NO
So what war as ever been fort as never been won.
So why do any governments still think wars can be won?

In all of History? That has to be either China or Rome. China has had a permanent claim over Asia from the very beginning and they never entirely succumbed to an aggressor, whenever they came close they were on the winning side still. (The Mongol Invasion, The Japanese Invasion of WWII)

Rome was perpetually at war, and from Hannibal Barca to Attila the Hun (a gap of about 700 years) they never lossed a serious campaign.

When was the last time england lost a war? I can't think off the top of my head.
The romans had a fair run, but they lost plenty to the Persians and the Goths did for them in the end.
So I say England.

I would agree with Rome, but my knowledge of Chinese history is limited at best. The British Empire won their fair share of wars as well.

It has to be the U.S.A. because the USA has been involved in more wars than anybody else, so it follows.
