Actually it depends on what IP address you are talking about.
Your Local IP address is the one on your computers NIC that will let you talk to your router (If you are using one).
-Use ipconfig /release then ipconfig /renew
Your WAN IP address is the IP address your Internet Service Provider gives you through the modem or to the router (Again If you are using one).
-Just turn your modem off and wait 20 seconds and turn it back on

in a command prompt window (start -> run and type "cmd" wothout the quotes)
first (but optional), to release ip address manually, type:
ipconfig /release
secondly, to renew ip address manually, type:
ipconfig /renew

I had the same problem and tried all the above...and still had the same problem...and no internet.
The solution that worked for me...download Winsockxpfix.exe. takes about 30 seconds to run, restart computer...and the problem was gone...and internet was back

ah if you have dial up account , it changes when you disconnect the internet.
but if you have dsl account you have to call to your isp service and tell them to change your ip you can do that your from your self
